中国中共中央周一公布了一份文件，提出促进具有中国特色的“协商民主”的发展。
“协商民主”用consultative **，是中国社会主义民主政治中独特的、独有的、独到的民主形式（a democratic pattern），社会主义协商民主（socialist consultative **）体现了党的群众路线政策（"mass line" policy），发展社会主义协商主义民主对深化政治制度改革（deepen reform of the political system）至关重要。
《意见》指出，协商民主是扩大人民参与政治的方法（expand people's participation in politics），有利于国家现代化治理（modernize state governance）、解决冲突（resolve conflicts）。《意见》称未来将就党和国家的重要方针政策、重大问题召开专题协商座谈会；就重要人事安排（important personnel arrangements）在酝酿阶段，则将召开人事协商座谈会。而民主党派（non-communist parties）中央每年则以调研报告（studying reports）、建议等形式直接向中共中央提出意见和建议。（腾讯教育）
